A 2007 study from the Insurance Research Council estimated that 23% of Florida auto drivers do not have any auto insurance. The way that it works is that if you are injured in a car accident and the person that hit you does not have any insurance or does not have enough insurance to fully compensate you, your UM Benefits will pay.
